#10 seeds win their first round game 40% of the time.

#9 seeds win their first-round game 49% of the time.

Much better chance of advancing as a 9.

However, there is a big difference in the next round.
#9 is has only won 10% against #1
#10 has won an impressive 37% against #2

#10 is a better spot if you can get past that first game.
