Clemson Releases List of Secondary Violations

CLEMSON, SC -- As is their policy to do twice a year Clemson released their

NCAA secondary rules violations. The names of the sports, coaches and students

involved have been redacted. The period covers January 2000 to June 2000.

January 19, 2000 -- Violation of NCAA Bylaw 13.8.2.1 regarding general restrictions on unofficial visits A prospective student athlete visited campus on an unofficial visit and ate lunch in a campus-dining hall without paying for the meal. Reported by coach.

-- Reported to NCAA Case Resolved -- PENALTY: Reduced evaluation opportunities during 1999-2000 academic year and summer 2000. Prospects visit counted as official instead of unofficial. Reorganized staff to ensure that appropriate documentation is maintained for all recruiting activities.

January 19, 2000 -- Violation of NCAA Bylaw 11.7.5.1 regarding contact and evaluation of prospects off-campus. Three coaches "on the road" at one time. Reported by the coaches. -- Reported to ACC. Case Pending -- PENALTY: Reorganized staff and assigned responsibilities for administering staffs on-and off-campus recruiting and telephoning activities to the administrator. Reduction in evaluation activities for 1999-2000.

January 19, 2000 -- Violation of NCAA Bylaw 13.1.3.1 regarding time period for telephone calls. Misapplication of the telephone legislation making more than one call per week. Reported by the coaches. -- Reported to ACC. Case Resolved -- PENALTY: Reorganized staff. Assigned responsibilities for monitoring staffs telephoning activities prior to the review by compliance services.

January 25, 2000 -- Violation of NCAA Bylaw 13.11.4 regarding prospects visit. Allegations of representatives of athletics interest involved with recruiting and the practice of excessive entertainment. Reported by NCAA to compliance director. -- Reported to NCAA.

Case Resolved -- PENALTY: No longer involve student groups in the recruiting process. Restricted access to recruiting information.

January 26, 2000 -- Violation of the National Letter of Intent. Staff member was instructed to provide a NLI to a prospective student-athlete who will not meet NCAA initial Eligibility standards. Detected within institution. -- Reported to National Letter of Intent Chair.

Case Resolved -- PENALTY: Clarified National Letter of intent procedures with coaching staff. Prospective student athlete was informed that NLI is not binding.

February 2, 2000 -- Violation of NCAA Bylaw 14.10.2 regarding the squad-list form. Coach allowed walk-an student athletes to participate in a meet before their names were added to the NCAA squad-list Reported by coach. --

Reported to NCAA. Case Resolved -- PENALTY: Coach's salary frozen for the 2000-2001 academic year, restricted non-coaching activities for the 1999-2000 academic year, and issued a letter of reprimand.

March 21, 2000 -- Violation of NCAA Bylaw 13.1.3,1 regarding the time period for telephone calls. Prospect did not make official visit due to mechanical problems that delayed flights. Coaching staff had made unlimited phone calls as permitted by Bylaw 13.1.3.3.1. Coaching staff extended another official visit, Reported by coach. -- Reported to ACC Case Pending -- PENALTY: Prospect allowed another official visit due to circumstances beyond his or the institution's control.

March 22, 2000 -- Violation of NCAA Bylaw 15.12.2.1 General Rule. Eight members of a team received impermissible meal. Detected by compliance services while reviewing expense reports. -- Reported to NCAA. Athletes declared ineligible/later restored.

Case Resolved -- PENALTY: Student athletes repaid money to local charity. Review legislation with coaching staff and a copy of self-report included in coaches' personnel file.

March 26, 2000 -- Violation of NCAA Bylaw 16.12.2 Non-permissible Extra Benefit. Student-athlete accepted a ride to a local restaurant on several occasions from a former student athlete. Detected by compliance services. -- Reported to NCAA.

Athlete declared ineligible/later restored. Case Pending -- PENALTY: Student athlete repaid money to local charity. Reviewed extra benefit legislation with student athlete and coaching staff. Reviewed legislation with former student athlete.

June 6, 2000 -- Violation of NCAA Bylaw 13.91 regarding entertainment restrictions. Coaches provided a meal to two high school coaches. Detected by compliance services. -- Reported to NCAA. Athlete declared ineligible. Case Pending -- PENALTY: Reviewed legislation with staff. Rule will be reviewed in the compliance newsletter, which is provided to all athletics department personnel, and others on campus who have compliance responsibilities.

June 7, 2000 -- Violation of NCAA Bylaw 13.1.7.2.1 regarding the delivery of Letter of Intent. Coaching staff used school airplane to deliver a National Letter of Intent to a coach who was on the road. Coach left the NLI at the front desk of local hotel to be claimed by prospect -- Reported to NCAA. Case Pending -- PENALTY: Provided an overview of ways to provide a NLI to our coaching staff.
