for a 2-team divisional tiebreaker, why would they ever need to go past #1. The head-to-head contest is all they should ever need.

impossible happens. Something where some outside circumstances causes the game to get canceled or tied and then unable to be replayed. Something we'll probably never see in our lives, but just in the small chance it does, tiebreaker provisions are in place for it.

Before overtime there could have been a tie. In that case you would need to go down the list.

your answer makes no sense because overtime rules began in 1996. The ACC and it's divisional format (and thus tiebreakers) didn't begin until 2005.

Big 10 used to have where you don't play everyone in your division. I guess if we went to 8 team divisions at some point and kept the cross rivals, they may not get to play everyone in the same division. That's the only thing I can think of.
