I would think he would be, seeing as how he is being touted by some as the top dual-threat QB.

Looking at the list there are only 4 QBs total in the Rivals 100, 3 pro-style and 1 dual. He's at 145 for now, of course the list is subject to change.

Person? I’d think where he plays and lack of quality competition have a lot to do with his ranking.

not Florida, California, or Texas and therefore some question the level of his competition.
