The police there - on the rare occasions you see them - are not even wearing riot gear. They must think that might annoy the rioters

Mayor Wilson Goode Burned down an entire neighborhood in the 80s when he fire bombed a row home in an attempt to arrest a handful of people. He literally sat on his hands along with the fire department as the entire block went up in flames. It bankrupted the city so badly that the sanitation workers went on strike and trash piled in the streets of Philly for several months until people started hauling it off to the spectrum parking lot.

That brings back old memories. I was at a meeting, probably 30 years ago with Jack Kent Cooke, owner of the Washington Redskins when he was thinking about building a new stadium in Washington DC and he said to obtain a permit he was going to have to "grease Marion Barry's palm" to the tune of one million bucks. Cooke wanted some leverage and asked the stadium designers where another suitable location in Maryland or Virginia was that would work. He ultimately wound up building the stadium in Maryland.

Maybe we should compare Greenville, Columbia, and Charleston. All 3 are in largest counties in SC. Only one did not experience a riot and coincidentally that one is the only city with a republican mayor.
