Tampa is absolutely loaded at WR. Unless they lose Godwin, I wouldn't expect them to sign anyone else at the position.

matters on an NFL contract is the GUARANTEED MONEY. Contracts bumping up against the salary cap has shortened more than one career.
Cam Newton right now will probably be a good example. I expect that if he gets a contract from another team at all for next year, it will be at the league veteran's minimum. Given his pride, he will probably not want to play for that, and retire.
Back before the days of these huge contracts and the salary cap, a veteran QB with still at least some skills like him would have had no trouble staying with one team. Nowadays the team mantra is to risk a little more money on an unproven late round rookie with some upside, rather than similar money on a veteran at the end of his career. Once every 50 years or so, this works, and you get Tom Brady.
