noise makers were not in use, and there was a complaint about the noise in Death Valley some years ago but I don't recall there being a rule put in place for it

No, there was an attempt to throw a flag for noise when we were playing against UNC. It was at UNC, and the Ref said "heck no, this is your own home field."

We were penalized during a game at Clemson. I don’t remember who we were playing, but definitely remember the flag

actually that game was at NC State when Lester Brown outgained State's Ted Brown . State's Brown had negative yardage at halftime.

I remember that also, and I thought that the Ref had lost his mind. How can you control how loud a fan screams for their team. That didn't last long but, they did Ban the use of the cow bells at Mississippi State!!!

Oh yes, there was a crowd noise rule.

If the QB backed away from the center because his team couldn't hear his signal, I think it was a warning, then a delay of game penalty could be called.

It did exist.

I think that was a hurry up offense rule for substitution

I think The Chad went too fast and D-Coordinators complained and they put in place the substitution rule.
