what was the alleged act ? late hit on QB? helmet to helmet ? hitting outside the boundaries ?

The first was a horse collar. The second was an alleged helmet to helmet on a defenseless receiver that anyone with eyes that doesn't wear a black and white striped shirt could tell was a clean, hard hit. The receiver also took several steps and lowered their head so it's a bit questionable whether or not he was even defenseless.
