I thought he was asked if it was 50% and he said something to the affect of "no it's well over 50% but under 100%", did I hear wrong?

He said that a little over 50% of the playbook would be available but that they could only a few different plays, depending on the game situation. Even though the plays are available to be called, my guess would be that we only see a handful of different plays with one or two trick plays sprinkled in.

Seems like we have lacked at getting those types of LB's before BV took over the defense. I know from experience that if you are a hard hitter and get in the opponents face every play, they will eventually run scared the rest of the game or at least try to avoid making contact with you. I played against Everett Golson in highschool and there was one play where i was sent on a blitz. The blocker completely missed me and i layed the wood on Golson. The rest of the game he was looking for me before every play and would run away from me or slide whenever he scrambled. I ran into him a couple of yrs ago and he mentioned that he still hasn't been hit that hard lol. Oh man, i definitely miss playing football :(
