Celebration Bowl

I don't understand this Bowl. These are FCS team correct? If they were good why wouldn't they be in the FCS playoffs? Can HBCUs not make the playoffs?

I think that conference doesn't allow their team to go to the playoffs. Ivy League doesn't, I know that for sure. They say it would cause too much interference with studies, although they let every other sport go to the playoffs.

I think they had the choice. Each conference gets 1 million dollars so they choose the bowl game.
