Pretty sure it's designed that way to make punting and punt returns more interesting. And let's not forget the hilarity that ensues when trying to recover a fumble that as been kicked, punched and slapped down the field!

It is shaped similar to a "pig's bladder" which is what the first footballs were. Over the years it has evolved into a little more pointed shape to make it fly better as teams throw more forward passes.
