7 ACC Teams Ranked, but not the most ever...

...even putting aside the fact that the Big Ten and Pac-12 aren't included, this isn't even the best top 25 the ACC has ever had. According the the weekly ACC press release, on Sept. 11th, 2005 the ACC had 7 member schools ranked PLUS two future members in the Top 25:

4. Va Tech
8. FSU
10. Notre Dame
11. Louisville
13. Miami
16. Ga Tech
17. BC
20. Clemson
25. UVA

That beats the current poll:

1. Clemson
7. Notre Dame
12. UNC
17. Miami
18. Louisville
20. Va Tech
25. Pitt

...and it wasn't pandemic-aided.

ranking Big 10 teams and how that's going to work.

You know the TV stations will want them included before the first games so they can promote the ranked matchups.

Particularly how like you said: 2005 wasn't aided by two P5 conferences not playing. Winning the ACC used to mean you were an undisputed juggernaut of college football and deserved to be in national title conversation. Now nobody cares that we win the conference; they only gives us scraps of credibility after we beat Ohio State and Alabama, and even then "we got lucky" or "they didn't want to be there" or "Saban's fake FG into an alert Cover 2 was a brilliant call and it's a miracle we stopped it".

Beating two top 10 FSU and VT back to back in 2011 feels sooooo long ago. I hate how laughable the concept of "two top 10 ACC teams that aren't Clemson" has become...

That's definitely needed, but it means teams other than Clemson have to win some recruiting battles... since I assume you don't want them to beat out the Tigers, they need to start beating out Big Ten and SEC teams for top players. I can say VT hasn't really been doing that lately - mostly getting lots of low 4*/high 3* guys - good, but not good enough.
