That's not getting "bucked" technically. he's a restricted free agent. The tender gives him a 1 yr guaranteed salary, in which he can look around like a free agent, however, the next team must offer more than them to get him (however, the Bucs have a right to match or beat the offer). This means they understand his free agent status and are willing to get in a bidding war to keep him to a certain extent, or to take the team that picks him up's equal draft pick (which he was undrafted, so they likely are more doing this to retain him as long as he doesn't get a very high offer from another team).

Most NFL teams want flash and hype and usually don't realize a hard worker is better than flashy. The Patriots are a perfect example of taking hard workers over flash and look how they're doing.

Adam reminds me of Hunter Renfrow. Neither is very big or very fast. But both work hard and know how to find seams in the secondary. And I do believe Adam even returned a punt for a score against Lewisville in 2014.
