Is a terrible rule in some cases. The offensive player is falling and the DB lays a hit, it'll be counted targeting and he'll be sent out of the game.

Agreed, this should not be targeting or a personal foul, there was no intention to drop a forearm to the Arkansas player's head, was just the movement of both players in the action of play.
