Do any of you have one of those tent deals for the attic door. Is this something truly helpful or more like a cherry on top of an Alabama Slammer?

Just make sure you have good insulation in your attic and that you don't have any ductwork leaks.

I think the can lights need covered, and the rest is just thin and old. Ideally I'd just be able to blow in some stuff on top of the old but it may be a while before I've got that saved up.

You can rent a blower from Lowe's or Home Depot

and buy the insulation from them to blow in. I did it once in a garage and I don't remember it being particularly expensive.

If you're buying the insulation from them, you can usually get them to throw the rental in for free.
We had an insulation blower in our inventory for a while and could never rent it because we didn't carry the insulation.

also, is it a pull-down stair?? glue some rigid insulation board to top side of panel, between in at the steps, and call it a day.
scuttlehole? same thing, or use batt insulation

one of those. Also, I'll have you know that the carport is brink and all attached to the house. Down the road that may be converted into real square-footage.
