elements so it wasn't even close. OK so lets say the refs missed it, they said this year the replay guys can actually call in the penalty if it wasn't called.

Here is the thing, if this is going to be called/not called so inconsistently because it involves so much judgement, just get rid of the rule.

It either needs to be further clarified or abandoned. Right now its just a joke.
