Definitely sounds like the drivers fault if he was turning right, she probably had a walk signal. Unless that is one of the lights where pedestrians have their own turn and all lights are red at that time. If that is the case and the bus had a green light and she stepped out in front of it then she is an idiot and should not get free tuition.
