What is the number 16 the only football jersey available?

I understand it is this year, but why does Clemson only have the #16 jersey? My daughter is looking for the #4. Is it the same as other schools that deal with Nike? Are other numbers available somewhere?

and said they wanted a piece of the pie from their jersey sales. The NCAA said no to player's getting money off of jersey sales, and now Nike only sells the current year as the jersey number.
