Under the current rules you would have to seriously hurt someone to knock them out of the game.
Under this proposal you could just step on a guys heel and not do any serious damage but enough to sideline him.

mentality? How does that change anything? If a D fragrantly injures someone does that also not risk them permanently being ejected from the game? It would be more dumb for the D to do such a thing.
If anything, it may encourage the injured to play through an injury when really they should be sidelined and examined.
