If that is true it is very disturbing. As an official you are told to follow the rules at all cost. Your one job is to make sure the rules are interpreted correctly on the field. Making up your own set of rules because you don't want anyone to get hit hard is not something you want to openly admit.
He should never work as an official again (if he still does). That is embarrassing for himself and his crew.

Pancake block? Full speed hit on a punt returner who didn't call a fair catch? Smash hit on a running back in the hole?
There are plenty of legal "blowing him up" hits. That's a very subjective criterion for a very serious penalty.

Penn Wagers is notorious for screwing up calls too.
On Monday, the SEC issued a statement on a mistake made by referee Penn Wagers at the end of Alabama’s win over Arkansas. After Alabama offensive lineman Arie Kouandjio was flagged for a false start with 1:01 remaining in the game, the officials mistakenly continued to run the game clock instead of stopping it after the penalty, according to SEC spokesperson Chuck Dunlap.
Instead of starting on the snap, the clock ran in advance of Alabama’s third-and-seven play. Arkansas got the stop, but the clock ran out before Alabama had to run a fourth-down play. Had the clock been operated correctly, Arkansas would have had a chance at a punt return and at least one last play before the final whistle. With the rainy conditions on the field, there was a chance for Arkansas to make a big play to win the game.
Dunlap did not say whether or not Wagers would be reprimanded for his mistake.

I listen to Wagers on there occasionally, although I missed it today - but ordinarily I like his insight. That being said, you do have to remember he's placating an audience full of gaycock loving mouth breathers. King Bobby is barely intelligible and his minions can't form an argument beyond "cus they suck... And ACC - that's why. SEC Bobby - we play big boy football, that's why..."
So yea, take anything you hear on that entire station with a grain of salt.
