lets see, Jax has sucked. lets move the game even further south! sounds like a heck of a plan.
at minimum, set up a rotation. if he is dead set on florida, put a tampa - jax - charlotte - washington rotation. sometimes you'll get lucky with a local team, if he wants a centralized location - put the game in charlotte for good, build some community interest that will build year after year. that includes other sports, baseball, womens b-ball, soccer, etc. charlotte is centralized with no team right in its backyard.
Tampa is a joke - at least the stadium is smaller so the crowds will look bigger

in fairness, the reason Jacksonville failed has as much if not more to do with the teams competing in the ACCCG than the location of the event.
The biggest problem is the ACC only has about three teams (Clemson, FSU and VT) whose fans travel really well all the time and another three or four teams whose fans travel marginally well (NCSU, UNC, UVA and Maryland) when their team are having good years. The others (GT, Wake, Dook, BC, and Miami) don't travel worth a crap ever.

TREMENDOUS facility - - seats over 60k, easy parking for the most part, GREAT weather, lots of hotel options - Ybor City, on the beaches, St Pete . . . tons to do and see.
There is a reason the Outback Bowl is consistently voted one of the TOP non-BCS bowl destinations.
(Plus 45 minutes from my house doesn't hurt.)

this is a much better destination than JAX. SO much more to do. You can make a vacation out of it. I went to the Outback last year and will be going again this year and it was a great trip. Clearwater is really close and has great places to stay.
