That may be true if the transitive property were applicable to college football. Football is a game of matchups and scheme so it's not uncommon for team A to beat team B, team B to beat team C, only to have team C beat team A.

It's all about what message someone wants to put out. If a lower-tier team beats an upper-tier team in a conference, then the conference is deep and strong top to bottom. If the top teams beat up on the bottom teams then the message is how strong those top teams are.
