Very calculated IMO. Bad news comes, punt to the governors. Then complain about the governors and blame China. Always thought he was crazy and a bad move to claim he has the authority. That would make him responsible for the consequences. Heck, it was all calculated probably. Claim authority you don't have, to reopen and make everyone happy, then claim you don't have the authority, then blame the governors. Not enough PPE, blame the governors. Whatever.
Governors and legislatures of those states should send a letter to Trump granting him sole permission to decide when, and how, to ease restrictions in each state. Make it public, make it a show. Put the ball back in his court and call his bluff.

He's so transparent about it. First, he claims "total authority" to open up the states. Then someone explains the 10th Amendment to him because he's never read it and he really doesn't have that authority.
So the next day he makes an announcement, "I'm granting each governor the power to do what's right for their state"
What a moron.
