Targeting

Have to agree with Packer.The rule stinks.Kinda like the halo rule.There is a huge difference between Skalski and what DJ Swearinger did to Andre Ellington-huge difference but both are targeting by rule.Even though the rule didn’t exist back then,Swearinger used helmet as a weapon intending to inflict harm.Skalski had no such intent.

Since we cannot know intent. Here is an idea, Targeting Helmet to Helmet 15 yards and ejection Targeting Helmet to body 15 yard no ejection first time, second time 15 yards and ejection.

I agree that we cannot know intent but I can see the difference in the two I mentioned.They should let the player stay on sidelines though.

If you look at the targeting in the OSU game, Trevor lowered his body in anticipation of the contact and was hit on the helmet . So the offending player may intend to hit the body but he might ending up hitting the helmet.
Best is player protection and don’t lead with the top
