Not that that matters much. After meetings with the Republican Sec. of the Treasury of course. The fact that Republicans owned both houses of Congress at the time mattered little as well.

Demographics, politics, very similar. Federalists wanted larger, more powerful federal government. They tended to be more wealthy, less involved in agriculture, and mostly urban. Democratic-Republicans tended to live in rural areas, tended to be farmers, and were wary of federal power and supported less federal and more state power. And originally, Democratic Republicans outnumbered Federalists.
And you could count the slave owners out of the dem party, although later you could count the slave owners out of the Republican party.
