It doesn't appear as if he's an actor, portraying a bar owner. He actually does own the place, I believe. The reading of it I saw is that the bar is struggling, but he doesn't directly say he is personally struggling, though it may be implied.

he is in a commercial blaming Trump that the bar is failing, but has publicly praised the governor locking things down.

Don't think it has anything with how he is being, or claiming to be personally impacted or whether or not if he's acting. Seems to be pure political hypocrisy.
