The replay booth can make that call if missed on the field. They had plenty of time to review that while Gallman was being attended to on the field. They went to sleep. It doesn't have to be intentional.

It's not targeting. A runner is never a defenseless

Hitting ANY ball carrier with the crown of your helmet in their head and neck area is targeting.

Defenseless only enters into it when you talk about hitting players with your arm or shoulder into their head and neck area.

Does targeting not apply.

Hard contact to the head/neck area with the top of the defender's helmet.

That is ALL that has to happen to be targeting.
