OSU did not contest the transfer.

Even though I don't necessarily agree with the ruling, I can see these two reasons adding up to enough for the NCAA.

I would guess he wanted too......NCAA is afraid of doing the right thing because they might hurt somebody’s feelings and somebody might sue them.....NCAA is now irrelevant just like the Heisman Trophy.......it means absolutely nothing anymore.....Go Tigers!!!!!
