Mexico is a leading exporter of a lot of things.
Their also loaded with low-skill, low wage, hard working ag labor.

and services from US companies/workers, a large portion of which comes from Rust Belt states. Currently, roughly 6 million US jobs result from exports to Mexico.
A retaliatory 20% tariff on those would cost numerous jobs in the US, creating a downward spiral of lower employment and lower demand.
