I would think you want a 16th team to round it out ...
I say, USF? (University Of South Florida) OR
James Madison University? (that would reclaim the DC Market)
UConn seems the most logical I guess ... since the Big East is Kaput

CNN Sports confirms Notre Dame (except football) moving to ACC a season sooner than orig. announced, now 2013-14.So its like a 14.5 team conference.

As much as I like what Notre Dame brings to the ACC, (especially in football) I think they would be a better fit for the Big 10.
I would prefer to see the ACC go after Penn State, Florida, South Carolina, UCONN, Georgetown & West Virginia, (and try to lure Maryland back) and allow Notre Dame to join the Big 10. (and stay in the midwest) Securing the entire East Coast.
I absolutely love the idea of playing Notre Dame in football, but I think it's a bad idea for alumni/fans. (based on Geography)

College Football is better organized by geographic regions IMO, and that is getting eroded. (because of money)

Adding another would mean an uneven number of teams for football. Remember ND isn't in the ACC for football therefore there will only be 14 teams, or 2 7 team divisions. The other sports by-and-large don't use the division so the odd numbers don't really matter as much there.
If you the ACC were to bring in a new school, assuming ND doesn't join as a full member, then it would have to be a non-football playing school which I don't think anyone wants.
