Well the band isn't supposed to play (something FSU's band didn't quite get) but don't think that applies to the cheerleaders

Rule9-Section 2-b 

"Persons subject to the rules, including bands, shall not create any noise

That's kind of like the ref years back who threatened to penalize the coach if the crowd didn't quiet down... that went over like a fart in a diving helmet.

I seem to remember that in the late 70s - early 80s, the Noise Rule was implemented as a result of the 'unfair' noise level in our Death Valley. May have even been Notre Dame and Dan Divine ("Divine will whine in 79"). Perhaps this should be the real meaning of that term I dare not mention.
