IMO, this will help USC with kids who want to come to USC, but couldn't afford to. It will hurt tillman tech imo due to kids going there only because they couldn't afford not to. This is true for the powers that currently will do whatever necessary to win. In other words it will level the playing field some what. Kids from Ca., Tx. etc. will not be coming across country as much as their folks in state will step up and give the kids what they need. If the playoffs are expanded to 8 or more and ships reduced, there will be new kids on the block to be feared.
When I was at USC many, many, many years ago, my classmates and I knew kids that wanted to come to school with us but just felt they couldn't afford to because of what they were getting elsewhere.
IMO, The transfer and play rule will help us as much as hurt us. Its already that way fo ohio st, mich, ga. etc. kids will go both ways for the opportunity to play and develop for the next level.
