blackledge explained but i don't think that is accurate. not allowed to lower the shoulder and hit a running back in the head either. not to mention the obvious late hit missed earlier in the half

They said because as a runner he is not a defenseless player.

i heard thats what was said, but the defensive player lowered the shoulder on a player obviously going down. all blows to the head are penalties now...can't figure it out

Clemson was called for the same thing and player ejected. Different rules when it is against the Tigers.

pretty sure it is targeting. I don't think the rule is "it's ok to give concussion if x, y, and z."
