That's not what the rule says.

The rule says that, outside of the tackle box, the ball carrier cannot use the crown of his helmet to make contact. He can still lower his shoulders, and incidental contact will not be penalized. Inside the tackle box is fair game I believe.

We see all the time where a defender goes to tackle the ball carrier, and then the ball carrier lowers his head and creates helmet to helmet contact, which results in a flag on the defender. They're really just trying to make it fair for both sides, and I see this rule change as a rare positive.
