not covid-19. I think it probably is safe and may even be a legit treatment for Covid-19, but the President saying it, instead of his medical experts, is improper. Trump isn't great with messaging and that may have played a part in why a man thought he could take his fish bowl cleaner (a form of chloroquine) because the messaging (that should be common sense, but alas...) has been muddled and confused.
Fauci reportedly got into a heated fight with Navarro over this very issue on Saturday.

He said covid-19 wasn't as dangerous as the flu and that this isn't going to be a pandemic, only to say later he never said that. He has a history of either not taking responsibility, downplaying, or lying about what he said/did that has since been proven wrong.
He's predictable.
Saying that, I think it's low odds that there will be negative consequences to using hydroxychloroquine so he's probably fine playing the odds on this.

it's being used up and is becoming less available for folks with SLE, etc. But its a drug that has been administered for years without much problem, so I'm not sure the harm in trying it out.

probably having with patients. Sir, this drug is not being administered in back alleys by guys in trenchcoats. Doctors with many years of experience are discussing it with their patients as an option, and many are agreeing that its potential benefits outweigh the risks.

underlying medical conditions. A patient with heart arrhythmia may get a very small dose, or none but only if they are hospitalized for observation for the heart condition.
