I'm not totally sure but I thought I heard one of the announcers say that they can still use them but they must be away from your body, not resting on it.

As long as it isn't anchored against your body. He can't anchor his putter so he is good

I could be at +1 after 2 days on that course and with the wind today!

You can use the long putter still as long as it isn't anchored.If you look closely, it shouldn't touch his chest.

The whole anchor thing but The Masters isn't governed by the USGA or PGA they can make the determination on what can be used or not
