I actually think he can make it in the NFL.
The dude definitely does not always have the best judgment, but he can play. He threw it all over the lot against SEC defenses, even gave Alabama fits on multiple occasions.
Sorry, if you can compete against Alabama and top-level SEC/ACC defemses, you can make it in the NFL. The jump just isn't that large, however much the NFL guys like to pretend it is. It's exactly the same reason I wondered what on Earth the NFL guys were thinking letting, say, Grady Jarrett slide all the way to the fifth...nobody in the SEC or ACC could block him in college, but once he gets to the NFL the same dudes are suddenly going to be able to because they're wearing NFL jerseys?
No.
Deshaun Watson throws for 400+ two straight years against Bama in the bright lights of the National Title game...but he's suddenly a "second or third rounder" as Todd McShay insisted because, well, all those Alabama guys flying off the board in the first and second rounds are now wearing NFL jerseys?
No.
Chad Kelly, if he gets half a chance and doesn't shoot himself in the foot again, will make it in the NFL. Talent was never his problem.

He was essentially given the opportunity to redshirt last year following his ACL injury. He and former 1st round pick Paxton Lynch will battle it out to see who Case Keenum's backup is. Keenum has 15 million in dead cap this year and 21 million in dead cap next year, so it's unlikely that the Broncos move on from Keenum in the short-term.
