Unnecessary roughness call on final Syracuse Drive

Question - why did that unnecessary roughness call on the first play of the Syracuse final drive result in Syracuse getting to play 1st down again? Wouldn't that be 15 yards from the spot, which was not a first down?

I realize it doesn't matter at this point, but it seems to me they got an extra play they shouldn't have gotten.

Not a rules expert, but my guess it was because it was during the play not after.

It was 15 yards from the original LOS
