Big Ten East could make an argument.

Ohio State, Michigan, and Michigan State vs Clemson, Louisville, and FSU

Each has three very good teams.

The rest: Penn State, Maryland, Rutgers, and Indiana vs NC State, Wake Forest, Syracuse, and Boston College

At this point, an argument could be made either way.
