It's mostly targeting those Russian spambots that seems to pop up around divisive topics.

Somebody - probably several somebodies - seems to be deliberately pouring gasoline on the fire to make debate in this country's digital media much less civil. It's almost a cultural meme war, as it were, basically targeting the very idea of civil discourse itself - this is pushback against that trend. The debate is whether this is just people being jerks, or something far more sinister and calculated, and growing evidence is emerging to support view B.

Regardless, we could stand to be nicer to one another. The tone and tenor of unmoderated sites is absolutely out of control and even the moderated ones can now be overwhelmed by enough vicious postings.

The whole idea of the Internetz thingee was, we'd be able to exchange information, views, and ideas from across the world. Unfortunately it also seems to be used more as a platform for venting bile, which sort of negates its intended purpose.
