Looks to me like they are trying to protect the pedestrians in that crowded area. I have lived in Clemson for many years and have found the police department doing a good job in moving traffic and protecting the drunks. Maybe everything wasn't perfect but it's not an easy job when there are a limited number of policemen trying to maintain some semblance of order.

No they dont. And that's why for crowds the SCHP is for. Clemson PD still has a job to do and it's not to help corral people
