State of SC has 0 athletes in Top 300 next year?

Why is development so poor in this state? That could be the reason for U6C downfall as much as any other.
Georgia has 20+ North Carolina has 15+ Maryland has 10+
Thankfully Clemson can recruit nationwide as the local talent pool is poor right now.

Of course some of the state's top prospects have transferred to IMG and were reclassified as Florida prospects, but that was still just a handful of guys.
It doesn't seem like that long ago where all of the top 10 prospects in SC were worth recruiting to Clemson. Since then our standards have risen and the talent level in SC has fallen. Now there are maybe just a couple of guys each year really worthy of a Clemson scholarship offer (we have obviously still recruited walk-on types from SC), and SC has actually gotten their share of those (for various reasons).

It's why when I hear people harping about winning the "in-state" recruiting battle in South Carolina I chuckle.
SC typically only produces 5-6 Blue Chip type (4* or 5*) players per season. If you whittle-it down further to recruiting evaluations, position, grades, personality, culture, etc.. there aren't a whole bunch of in-state kids that Clemson wants.
Based on population growth alone it should cycle back up at some point, but we do seem to be bottoming out.

I feel like that was true maybe 5 years ago, but it doesn't seem like it's been more than 2 or 3 recently. 2017 was probably the last decent SC recruiting class.

Only two are from South Carolina. Three in 2019. Yeah the SC talent pool is obviously down but it's sure as h3ll not hurting us.

It can in part be attributed to the elimination of the "8 quarter rule" in South Carolina high school football.
That has severely hampered development of football players at the JV and B team level.
Kids are having to bump up to the next level team to sit the bench instead of being able to start on JV and provide depth on varsity in the same week. The get moved to varsity to be a back-up player before they are ready and then the coaches don't trust them to play because they aren't really ready.
Snowball effect that started several years ago and is really taking its toll now.

I have talked to a few high school football coaches in my area and they have all said that '21 may be the worst class in recent memory.
You are right that there may be a couple of late bloomers, but this is definitely not some situation where the scouting services are overlooking kids from our state.
High school football in South Carolina is hurting and something needs to be done.

Without even looking, I would think half of the really great players in the country come from Florida, Texas, California and Georgia. Big states, in the south, with huge populations and many different schools.
