On the late hit out of bounds on Hot Rod on 4th down. How is that Ohio St. football with the penalty stepped off? Why didn't Clemson keep the ball with the penalty stepped off?

It was a dead ball foul....the play was over. Possesion had changed hands, so they went backwards.
