Since when does putting a hand down = foot?

On that OSU catch I thought you have to get elbow, knee, butt or foot down?

I didn’t know the hand down counted as being down. Was that the correct call refs of the boreds?

down is the same as a foot down if it is the first part to hit down in bounds before any other body part hits OB. If his foot had hit down OB before his hand hit in bounds it would've been incomplete.

Yeah, it was the correct call. Putting your hand on the turf is the same has having your feet on the ground - neither marks the player down, only other parts like knees, elbows, butt, back, etc. So by putting his hand on the ground in bounds before anything else hit out of bounds makes it a completion.
