Can this guy then turn around and eBay the piece of Howard's rock? And if he did and gets a price way up there, how does this effect value?

I don't know enough about the law in this situation to guess.

The rock is still the property of Clemson University. He would get in trouble for selling stolen property. However, if pressed he could easily claim that it was just a rock he found in his back yard.
