I would take a look at 11 X 14. You can go bigger but it might look awkward with 14 X 18

Are you custom framing or just going with a standard size?

If the mag is 8.5 x 11, which I think it is, and you are custom framing, I would probably go with at least a 12x15 frame size. The next larger standard frame size is 11x14, which is normally used for 8x10 photos, but may look a little skimpy for the 8.5x11 magazine size.

I would suggest going to a frame shop and trying it with various matte sizes and see what looks best to you, There is nothing wrong with going with a bigger matte size, say a 14x17 or even 16x20.
