The plus system helps you if you have lower grades, but from my experience blows if you have higher grades. Top two in a small class that might have gotten A's will probably get an A (4.0) and an A- (3.67). But definitely you are more likely to get a C+ (2.33) or a B- (2.67) rather than a C (2.0).

If so, what GPA is awarded for a B-.

If properly used (which I doubt they do) it should not lead to grade inflation.

B- is 2.67, C+ is 2.33.

It's basically (+/-) 1/3 point but with no A+. You definitely end up with fewer plain Cs and Ds. A lot of the time, unless a kid really pisses you off, you want to give him a little more than he deserves at the lower end. Then at the higher end, you want to reward the best kid a little more. That's the subjective nature of grading most types of classes. I think it pushes everybody more towards the middle, at the expense of the harder working kids and to the benefit of the lazier kids.

It's rough in grad school where a C is usually a failing grade.

Because almost all grades are subjective in some way. If every test was multiple choice or true-false, it would be easy.
