it's all about individual physiology. I can go 110 pitches and then throw in relief the next day and the next day. More than 110 and I'm done for 2 weeks. I have a team mate that could throw 40 innings in a week - and he is probably one of the best 45+ pitchers in the world. He threw 26 innings over 3 games in 2 days last year and 18 in one day several times in our tournaments.
There should be no hard rules, you(and the coaches) just need to know what your body can handle. My point is that 13 innings is not crazy other than the fact that the Babe was doing it at the highest level.
