After the ball was already gone. When it’s obvious you are trying take out the QB, they will call it. He should have tried to deflect the pass at that point, but he’s not very smart.

The ball was clearly out of Foles' hand.
Do-do lead with the crown of his helmet in a late hit.
He MAY have gotten away with it had he led with his shoulder, but I doubt it.
I was pulling hard for the Texans, but THAT was a good call.
The Clown got away with another roughing the passer call in the first half on the two point conversion attempt when he tackled Foles BY THE FACE MASK!!!!!!!!!!!
Clowney's lack of football intelligence and lack of discipline and self control is inexcusable!!!!!!!

Definitely a bad call, he was right there as Foles was releasing the ball. If he would’ve hit him with the shoulder it probably wouldn’t of been called, but who knows with the new rules it’s a shame the Texans had to lose that way!
