What are the guidlines to donations and gifts to Ray Ray for his brother. I want to be in compliance with all of the rules. How can I find out?

TDP said that he will release info when the trust fund is established and they decide on a means for donation. May I suggest a collection at the gates for the homecoming game vs. GT? Is that legal? I don't know.
